Check the Worldwide risers thread. Both myself and arsenalrocs have listed some of the big risers from Serie B.

I would say that La Liga 2 has almost no promising players at all.

Claudio Morra (Pro Vercelli) - 73

Luca Vignali (Spezia) -73

Luca Germoni (on loan at Ternana) - 73

Claudio Morra +2/3

Vignali +3/4

Germoni +5

Just to add on, Giovanni Crociata 70 to 73/74, Sebastiano Luperto and Riccardo Orsolini 75-78, Manuel Lazzari 76 to 79.

Cool, Mathieu Deplagne is my cousin but we don't talk so much lately.. His brother works for Impact Montreal Academy where I live in. We have same last name. I'm huge fan of Olympique de Marseille and he plays for Montpellier. By the way we are not even close in real life.

Do you, Sir Rahul, have any idea when they are going to get around to the top European leagues? You seem to know most other rating related topics! Or anyone else? It seems to be taking ages to get around to them. I am invested in quite a few players in these leagues that are big risers. Quite frustrating waiting!

Manuel Locatelli – 78 to 84

Christian Pulisic – 80 to 85

Malang Sarr -  75 to 85

One or two of those (Sarr for example) might be a little ambitious though.

Augustin, Bentancur and Van Drongelen (Holland was updated fairly recently) may get a +1 or +2 imo.

As Monolithic kindly quoted, 

Henrichs- +6 to 84- though I think he will get a +5 to 83. 84 is deserved considering his rise.

Locatelli- +6 to 84- see Henrichs. Starting for a Milan side doing well

Augustin- stay at 80 though he may get a rise through the PSG factor. Not more than +2 to 82.

Bentancur- stay at 83

Drongelen- +3 to 80 when they do Netherlands again

Passlack- +6 to 82 is a big rise but 82 is still low rated so hope he gets that. 80 is underwhelming even though it's a +4.

Mor- +3 to 83- similar to Passlack in that they're not playing regularly. May only get +2 to 82.

Pulisic- +5 to 85- one of the best players at Dortmund currently. Surely deserves a +5. Big rise, big talent.

Sarr- +7 to 82- can be assured he won't get a +10 though. 82 more likely for now.

They're what I think they should get now what they will get. Many of those big rises won't happen especially Sarr.
