1. No, not necessarily. The winner of the bid is choosed randomly between tied max bids.

2. It might influence the exit of the deal, if the other club chairman values more than the player that it's written in his CV.

Im starting to think that yes...max first bid will take the player

In my experience its not necessarily. In my game world almost every new 17, 18, 19 years old player from big clubs is bided when he is added. So we know others will bid and we started to bid max offers in start, and so many times player goes to some club who bids later.
