I would do them both.
May seem like you're overpaying now, but you are making the right choices for your team.
RVP imo has a chance at 95, Arsenal finishing 3rd/4th and a good run for Holland could well help him get there.
Robben certainly won't be rising, and Marcelo is a player who could reach the heights of 94+. Plus higher LB's are far rarer.
Pedro is being carried by Barca (rating-wise), he's currently overrated so isn't exactly secure. Coentrao may be versatile, but will be limited by far stronger options at Madrid.

I highly rate Schmeltzer and think if he has another good season at Dortmund he will rise again. You should counter 20 million and Schmeltzer for Sagna. See what he responds.

Just because he will play for a better NT it does not mean he will get a higher ranking ...real life example Vidic(96) plays for serbia yet is more highly rated than Lucio (94)

The first 2 deals are definitely good. As for the third deal, it would only be a good deal if the second deal is accepted, that is to say, it is a good deal provided that you have backup for Toure.
